Luisenblock Ost II Berlin

The design for Luisenblock Ost II creates a new urban district in one of Berlin’s most prominent locations — between the River Spree, the Stadtbahn viaducts, and the government quarter. The concept combines the requirements of a modern parliamentary campus with a vibrant, publicly accessible urban environment, establishing a clear spatial connection between the parliamentary precinct and the surrounding city fabric.

The building ensemble responds to the site’s distinctive triangular shape with a strong block structure that creates diverse open spaces, attractive areas for recreation and social interaction, and a variety of visual connections to the River Spree. A generous riverside promenade with seating steps, gathering areas, and a continuous public pedestrian route extends along the waterfront. The new central square forms the heart of the development, linking the various functions and uses within the district.

The open space concept focuses on climate resilience, high-quality public spaces, and sustainable mobility. Extensive green areas, tree planting, retention zones, and permeable surfaces improve the local microclimate and support sustainable stormwater management. At the same time, a range of differentiated outdoor spaces provides diverse opportunities for employees, visitors, and the general public.

Architecturally, the ensemble is characterized by a clear and contemporary design language. The building volumes integrate sensitively into the urban context while emphasizing the site’s exceptional waterfront location. The combination of representative parliamentary functions, publicly accessible open spaces, and sustainable urban components creates a new destination with a strong identity and outstanding urban design quality.
